The Minneapolis Institute of Arts is free.
The Minneapolis Sculpture Garden is free, although it will probably be cold as balls when you get here.

Free shows pretty much every night at the Amsterdam Bar and Hall in St. Paul and free beer every Saturday from noon - 6 at Harriet Brewing in Minneapolis!

I second the Kinsen Noodles idea. They have some kind of fabulous special most nights. (They’re also on Restaurant.com) Also, Thursday night is free night at the Walker Art Museum.

Bryant Lake (Monday) & Red Stag (Tuesday) both have good “cheap date” nights, but that won’t really work for Feb 2-6… I second the Minneapolis Institute of Arts and suggest stopping at nearby Jasmine 26 after for happy hour and Vietnamese karaoke.

Ice skating! Plenty of places to do that, and skate rental is usually pretty inexpensive. You can also ski at Como Park with a $12 ski rental per person ($10 on Friday nights).

The Nomad has no cover on Sundays, $5 for a PBR & a shot of Jameson, and awesome music. And around the corner is Hard Times Cafe that has awesome biscuits & gravy. You will not regret it!

Blue Door Pub (St Paul, I know…) is amazingly delicious, and was featured on Diners Drive-ins and Dives. There’s supposedly a random/ sweet bowling ball art museum in Minnap (free me thinks). Super odd hours though, or by appointment I believe.

Como Zoo and Conservatory just asks that you donate a few bucks (I think the suggested is 2-3.) Plus, it’s warm and green in the Conservatory! Just don’t go on sunday afternoons, it always gets packed.

Have her take you to her favorite places/neighborhoods she’d like to explore. We have lots of media w/ A&E coverage, do some Googling/Twitter research and you’ll come up w/ plenty of ideas. City Pages, Vita.Mn, Metro Mag are good for starters.
